How to check a foreign driving licence when renting a motorbike in Hanoi: start with the actual rider and motorcycle, confirm the national licence, then examine the international driving permit or another recognised route before signing and collecting the vehicle. A passport, a deposit or an international-looking card alone cannot establish permission to ride a motorcycle that requires a licence.
Legal review: 3 November 2026. Sources: Vietnam’s consolidated Road Traffic Order and Safety Law 55/VBHN-VPQH (23 March 2026) and Ministry of Public Security Circular 108/2026/TT-BCA (effective 1 July 2026). This step-by-step guide is not an official ruling on an individual’s documents.
Twenty steps from document checks to returning the rental
Table of contents31
Step 1. Identify each person who intends to ride
Begin by separating the booking holder from the person who will actually operate the motorcycle. Tourists sometimes reserve one bike and plan to share it with a partner. Each rider must meet applicable age, physical fitness, competence and driving-licence requirements independently. Paying a deposit does not create a driving entitlement for a companion, and the rental agreement may limit authorised riders.
Action: Write down the intended drivers and ask the shop how to document them in the agreement before collecting the motorcycle.
Step 2. Confirm the actual vehicle category
A small-looking automatic scooter is not necessarily a legally qualifying moped. In Vietnam, larger motorcycles can require an appropriate licence, while a qualifying petrol moped has no more than 50 cm³ engine capacity and a design speed no greater than 50 km/h. Electric moped specifications use a motor-power limit of 4 kW and the speed ceiling. Online pictures and broad product names may not identify the vehicle handed over.
Action: Obtain the model and technical classification of the actual rental bike; repeat the check if it is substituted.
Step 3. Check whether the moped exception is relevant
The law exempts eligible riders of correctly classified mopeds from a driving-licence requirement, but the rider must be at least sixteen and meet health, road-rule knowledge and practical-skill conditions. The exception is not permission to ride a 110cc or 125cc motorcycle without a licence. Equally, being exempt from a licence does not remove a rental shop’s lawful identity checks or contracting conditions.
Action: If this exception is claimed, verify both the machine and the rider instead of accepting an advertising slogan.
Step 4. Look at the original national driving licence
For a motorcycle requiring a licence, inspect the traveller’s current national licence rather than relying solely on a passport, photograph or international-looking card. The national document should be genuine, readable, in force and in the correct person’s name. An expired licence cannot normally be revived by showing an IDP. A driver may have obtained an IDP several months earlier while the underlying national entitlement has since changed.
Action: Check issuing authority, personal details, expiry and all permitted vehicle classes on the original national document.
Step 5. Identify the jurisdiction that issued the licence
Nationality and licence jurisdiction are not always the same. A traveller with one country’s passport may legally hold a national licence issued by the place where they live. Recognition in Vietnam depends on the documents and relevant treaties or international agreements, not simply the nationality printed on a passport. An agency should not promise recognition for an entire nationality without verifying the actual issuing authority and conditions.
Action: Write down the issuing country and distinguish it from the passport country before selecting the recognition route.
Step 6. Determine whether a 1968 Vienna Convention IDP applies
A properly issued international driving permit under the 1968 Vienna Convention has a legally defined role in Vietnam. A commercially printed multilingual card labelled international driving licence does not automatically satisfy that definition. The issuing authority and relevant treaty participation matter. The permit must also cover the vehicle category being driven; a recognised document for cars does not automatically authorise motorcycles.
Action: Check that the particular IDP is genuinely issued under a mechanism recognised by Vietnamese legislation.
Step 7. Bring the IDP and national licence together
Vietnam’s Road Traffic Order and Safety Law provides that a person relying on the relevant 1968 Vienna Convention IDP must carry the corresponding valid national licence with it. The IDP is not a replacement national licence, and leaving the original document at the hotel can undermine the required combination. Both documents must correspond to the same person and applicable vehicle class, not merely look official.
Action: Keep the required documents accessible in a protective sleeve and check them before departure each day.
Step 8. Match licence categories to the hired motorcycle
Foreign systems use different licence category names and restrictions. A standard car licence is not necessarily sufficient for a Vietnamese motorcycle. Even a letter shared between two national schemes may have different permitted engine sizes or vehicle types. An IDP should reflect the relevant national entitlement rather than create an unrelated new class. The real motorbike model must be assessed before declaring that the licence is suitable.
Action: Compare the national licence and IDP categories, then verify that the intended motorcycle is covered under the recognised rules.
Step 9. Review validity and inconsistencies carefully
A customer might possess an IDP with an unexpired date but an expired national licence, mismatched names or unclear class endorsements. Any one of these may require clarification. The IDP’s maximum legal duration under relevant rules does not mean it remains valid regardless of the underlying licence. Poorly readable paperwork can also delay a traffic check or handover, making last-minute assumptions expensive.
Action: Check both expiry dates, identity fields and endorsements. Resolve discrepancies through the appropriate authority before operating a licence-required bike.
Step 10. Check any other recognition treaty claimed
Vietnamese law also contemplates recognition of some licences under other applicable treaties or international agreements. Therefore it is inaccurate to say that every foreign licence without a specific IDP is necessarily rejected. Yet the reverse claim that every valid foreign national licence is automatically accepted is equally unsafe. Each alternative route has its own treaty scope, permitted vehicle class and evidence requirements.
Action: Ask for the exact applicable agreement and competent verification if the visitor is relying on a route other than the Convention IDP.
Step 11. Avoid relying on a Vietnam-issued IDP inside Vietnam
Circular 108/2026/TT-BCA explains that an IDP issued by Vietnam under the 1968 Vienna Convention is not valid for use within Vietnam itself. That document is intended for international recognition outside the issuing country under relevant arrangements. Confusing an IDP issued abroad for a visit to Vietnam with a Vietnam-issued IDP used at home can lead to incorrect advice even among experienced travellers.
Action: Check where the permit was issued and do not recommend a Vietnam-issued IDP as a local substitute for a national licence.
Step 12. Distinguish a short visitor from a resident seeking exchange
Someone visiting Hanoi for a few days has different practical options from a foreign national residing in Vietnam for work, study or another qualifying purpose. Circular 108/2026 sets conditions for considering an exchange from eligible foreign national licences into Vietnamese licences, including identity and residence documents meeting defined requirements. The process is not an automatic option or compulsory universal step for every holiday visitor.
Action: If a person is resident, review Article 24 and their residence documentation; otherwise verify the recognition route for their existing licence.
Step 13. Check the requirements before referring someone for licence exchange
An eligible foreign national driving licence, relevant residence evidence and the required administrative dossier are different from an IDP alone. Circular 108/2026 excludes certain international, temporary, expired, inconsistent or improperly issued documents from exchange. A rental business cannot approve the exchange itself or promise a completion date. A document useful for road driving is not necessarily itself the document the authority will exchange.
Action: Direct interested residents to the current official application channel and Article 24 rather than accepting incomplete paperwork as proof of an exchange.
Step 14. Keep certified translations in the right role
A Vietnamese translation meeting applicable certification requirements can be part of a licence-exchange dossier. But a translation is not automatically an internationally recognised permit authorising motorcycle riding on public roads. Private translation cards, identity verification and the actual national driving licence each serve different functions. Confusing them can leave a visitor with plenty of paperwork but without recognised driving entitlement for the actual bike.
Action: Explain which document is for an application and which must be valid and carried while riding.
Step 15. Inspect the vehicle’s registration and insurance
Even with a recognised foreign licence, the hired motorcycle must meet its own documentation and roadworthiness requirements. The number plate should correspond to the registration record, and applicable compulsory third-party liability insurance should be checked. Liability cover should not be confused with comprehensive protection for every rental damage claim. Valid rider documents do not guarantee the bike is technically safe or properly documented.
Action: Compare the registered vehicle with the one supplied and ask the shop how an accident is reported.
Step 16. Review booking, deposits and permitted users separately
A shop may accept a passport, take payment or confirm a reservation before assessing every legal driving condition. None of these commercial acts substitutes for the licence that a larger motorcycle requires. Similarly, a perfectly recognised licence does not force a private shop to waive its normal lawful contract conditions. Mileage, territory, return time and authorised drivers are distinct rental issues, not licensing permissions.
Action: Read the written agreement and verify the rider’s legal eligibility as a separate requirement before taking the keys.
Step 17. Test familiarity with the controls without unsafe riding
A person who holds a valid motorcycle licence might never have ridden the particular semi-automatic or automatic model being supplied. Hanoi’s congested intersections and unfamiliar traffic can make that difference important. Worn tyres, weak brakes, faulty indicators or a poorly fitting helmet are independent reasons not to collect the bike. Documentation cannot compensate for mechanical defects or inadequate practical control.
Action: Ask staff to explain the controls and inspect essential equipment at a safe standstill rather than making hazardous test rides.
Step 18. Prepare contact details and the breakdown procedure
If the motorcycle develops a fault, the renter should know the official shop contact, plate, permitted repair process and way to report location. Telephone advice is not the same as a promise of free rescue in every province. Non-urgent expensive work may need owner approval; safety and appropriate assistance to injured people come first. An initial condition record helps avoid unsupported conclusions about responsibility.
Action: Save contacts and handover evidence. Ask permission for non-emergency repairs and keep receipts and written approvals.
Step 19. Do not ride a licence-required motorcycle while eligibility is unresolved
When an IDP’s issuing authority, the relevant treaty or the motorcycle category cannot be verified, the answer is not to take the bike and hope that nobody asks. A taxi or another suitable transport choice is available while the legal question is resolved. Neither a travel blog nor an AI summary certifies an individual document. The rental operator also should not promise that paying fines replaces the statutory driving requirement.
Action: Delay the self-drive rental until eligibility is verified through appropriate evidence or competent guidance.
Step 20. Complete the handover and keep dated legal references
At return, record the receiving person, time, final mileage, keys and vehicle condition. The deposit and any charges depend on the agreed rental conditions and evidence. For future journeys, consider that legislation and administrative procedures can change after this article’s review date. Vietnam’s consolidated law of March 2026 and Circular 108 effective July 2026 are the current reference points used here, not an eternal guarantee.
Action: Keep the final receipt and check the latest legislation before relying on the same advice in a future year.
Three practical scenarios
| Scenario | Correct next action |
|---|---|
| Visitor has a recognised 1968 Convention IDP | Check matching national licence, expiry, class and both documents |
| Visitor holds only a foreign car licence | Do not assume motorcycle entitlement; verify class and recognition |
| Visitor without a licence asks for a moped | Verify the actual moped definition, rider age 16 or older and skill conditions |

Frequently asked questions
Can an international driving permit replace my national licence?
Not under the recognised 1968 Vienna Convention mechanism. The matching valid national driving licence must also be carried.
Is a foreign car licence enough for a 125cc motorcycle?
Not automatically. The recognised licence must authorise the corresponding motorcycle category.
Can a translation card purchased online be treated as an IDP?
No automatic status follows from a commercial label. Verify official issuing authority and applicable treaty.
Do all holiday tourists need to exchange their foreign licence?
No. Exchange under Circular 108/2026 has separate eligibility and residence conditions and is not universally required.
Can a Vietnam-issued IDP be used in Vietnam instead of a national licence?
No. The current circular specifies that this Vietnam-issued Convention IDP has no validity inside Vietnam.
What if I cannot confirm whether my licence is recognised?
Avoid riding a licence-required motorcycle until the legal basis is resolved; consider other transport.
Conclusion
Follow the order actual rider → vehicle class → national licence → IDP or treaty → expiry and category → rental contract → safety inspection → documented handover. If any essential licensing link cannot be substantiated, do not ride a licence-required motorcycle on public roads merely because a booking was accepted.
